2024 Area 1C All-Stars Confirmation of Understanding of Rules and Procedures

INSTRUCTIONS

Coaches:  This  is for your convenience so that a meeting is unnecessary. Here are some helpful links:

  • Area 1C website – This will have the game schedule (when it is up), referee schedule, field closures, rules

  • Full set of Area 1C Rules

  • Report your score here
  • Standings – Still a work in progress.  The schedule on any standings page is unofficial.  The official schedule is the spreadsheet on the Area website (link to be provided)

  • ID cards are required for the head coach, up to one assistant coach and ALL players

  • All of the following rules/procedures apply to ID cards:
    • My Regional Commissioner (“RC”) will assist in getting the cards made – Area 1C staff does not assist in this
    • If I have not done so already, I will contact my RC to get the cards made ASAP
    • All ID cards must be laminated or the player/coach cannot play or coach the team for that game
    • ID cards must be presented at each game to the referee at time of check-in
    • I am responsible for retrieving my ID cards after each game.  If I fail to get the ID cards, it is up to me to make sure that I get them back before my next scheduled game (advice – have a parent designated to remind you)
    • If a player/coach is sent off/expelled (i.e. “red carded”) the player or coach cannot participate in the next game, no questions asked.  The card will be retained by the referee and sent to Area staff.  It is up to me to retrieve the card before the player or coach is next available to participate.
    • If I do not have the ID cards at a game, the referees will not permit the game to start and my team will forfeit the game
  • I must have all of the following with me at every game:
    • Laminated IDs for all coaches and players
    • Release forms, paper only (e-signed or wet signature) for each player on the roster
    • Hard copy of roster of all players and coaches, with players in numerical order
  • Certain games may be rained out. The only official sources for any rain out are an email from the All-Star Program Coordinator or the Area 1C (web site under “Field Closures”)
  • Never assume a game is rained out unless I get a communication from the Program Coordinator or my field is listed as “closed” on the Area website.
  • Dates:
    • Pool play for all divisions ends on February 9
    • Playoffs for all levels will be February 15-16
    • Section 1 All-Star Playoffs will be on March 1-2
  • A player is ineligible to play if any of the following conditions exist:
    • The player is under suspension by any AYSO entity, including the local region
    • The player did not play half the team’s scheduled games in the region’s league regular season and playoffs
    • The player is overage for the specific division
    • The player is not on the roster submitted
    • The player does not have an ID card
  • I understand that if I use an ineligible player, my team will forfeit the game
  • Teams must have the minimum number of players available to play, fully checked in and in full uniform, within 10 minutes after the scheduled start of the game, or forfeit the game. (minimum = 5 for 10u, 6 for 12u, 7 for 14u)
  • Coaches must have all of the following certifications in order to coach a team:
    • Coach certificate for the division coached (10U for 10U; 12U for 10U; intermediate for 14U)
    • Safe Haven
    • Concussion Training
    • Sudden Cardiac Arrest online training
    • LiveScan fingerprinting
    • SafeSport online training
    • Risk Status = Green
  • Coaches must look at their volunteer profile on inLeague and renew SafeSport or background checks before they expire.
  • If a team does not have a certified coach available, obtain a Temporary Coach Authorization form from the AYSO 1C website. The form must be signed by the RC and by either the Area Director or League Playoff Area Coordinator
  • Area 1C has a zero tolerance policy regarding interaction with referees. “Zero Tolerance” means that any show of disrespect to a referee – including but not limited to shouting disapproval of a referee’s decision, questioning referee decisions, attempting to influence referee decisions, and/or making derisive comments to the referee – are not tolerated in any way.
  • If any coach (assistant or head coach) is sent off/ejected/expelled (i.e., “kicked out”) the game is over and the match is forfeit.
  • Teams will lose a point in the standings if any of the following apply:
    • Forfeit, for any reason
    • Any team referee misses a referee assignment
    • A coach or assistant coach is sent off/expelled (i.e., “red carded”)
    • A player is sent off for Serious Foul Play, Violent Conduct, Spitting, or use of offensive, insulting or abusive language or action.
  • A coach or assistant sent off is a two-point deduction in the standings
  • Each player must play two quarters in each game UNLESS the team is 10U Regional or 12U Regional. Players in 10U Regional and 12U Regional Area must play THREE quarters. If a player does not play the required amount of quarters, subject to exceptions noted below, or forfeit the game.
    • If a players is injured and cannot play the required amount of quarters, the minimum quarter rule does not apply to that player.  I will make sure that the referee knows that a player is sitting because of injury
    • If a player is substituted for injury in the middle of a quarter, the player that started the quarter and was replaced gets “credit” for that quarter played, even if the player came out after one stoppage of play.  The player that came on for the substituted player does not get “credit” for the quarter played and must still play the additional required quarters in the game.
    • A player that arrives after the game starts must play the rest of the game, starting with the next quarter after the player’s arrival, unless the division is a “two-quarter” division and the player arrives before the start of the second quarter, in which case, the player must play two full quarters of the remaining three
    • There is no minimum or maximum of quarters for a goalkeeper.  Goalkeepers may play as many quarters in as many games as desired so long as the minimum quarters are met for all players.  This applies to all levels.  Goalkeeper can play as little or as much as the coach desires.
    • A player may play four quarters in multiple or all games as long as all other players in those games play the minimum amount of quarters
    • PLAYOFFS ONLY:  There are no substitution limits once a game reaches extra time
  • Games are full length (70/14U; 60/12U; 50/10U)
  • There is no extra time in pool play – only playoffs.
  • 3 points are awarded for a victory; 1 for a draw; 0 for a loss.  There are no points for goals scored or shutouts
  • Home team supplies two game balls, away team one
  • Home team wears pinnies/alternates in case of uniform conflict
  • Home team touchline is on the west/north
  • Medals will be awarded only to 1st-4th
  • Protests are not allowed except for use of an ineligible player
  • Sectional Coaches Only (check last three boxes if sectional coach; first box if not):
    • The second game played against the same team will be a “friendly” and NOT count in the standings EXCEPT if my team is in a division with 5 or fewer teams, in which case all games will counth
    • What counts as a “friendly” is the second game played, not necessarily the second game scheduled.  If there is a rainout of the first scheduled game, the second scheduled game may end up being the game that counts in the standings – what matters is which game is actually played first
    • The same point deductions apply in freindlies for forfeits, expulsions, send-offs and failure to supply required referees
  • Scores must be reported within a few hours of each game on the web link noted above and provided by Area Staff
  • Referee information will be covered in a referee meeting.
    • Regional coaches need to have two team referees
    • Area coaches generally need one team referee
    • Teams are expected to supply one or two referees to referee a game on the field on which they play that day (generally after, but it could be before if there are just 2 or 3 games on a field that day)
    • Coaches and team referees will check the referee schedule on the Area 1C website every week as assignments may change due to games being moved due to permits/rainouts
    • Teams will lose a point in the standings if a team referee misses an assignment
  • There is no “mercy rule” in Area 1C play but margins of victory larger than 6 can lead to a point being deducted
  • Sportsmanship is an AYSO philosophy, and running up the score is considered not good sportsmanship by AYSO
    • On the first occasion a team wins a game by more than 6 goals, the coach will receive an email about not running up the score and warning of the consequences of the next time this occurs
    • The second time a team wins by more than 6 goals, the team will receive a two-point deduction in the standings
    • The Area 1C web site has a resource for coaches in how to deal with blowout games and will do my best to employ one or more of these tactics should my team become involved in such a game
  • A team will forfeit or not be allowed to play if:
    • A coach (head or assistant) is expelled/sent off
    • The team does not have the minimum number of players checked in and ready to play 10 minutes after the scheduled start time
    • A player does not play the minimum amount of quarters (if no exceptions apply)
    • The coach does not have its registration/release forms for each player
    • The team uses an ineligible player
